Overview

The Trade Compliance Manager serves as the primary corporate contact with export and import regulatory agencies, handling critical regulatory responses and developing regulatory strategies specific to export/import regulatory matters – compliance, auditing, and labeling. The individual also provides advice to the Company on new or developing regulatory requirements, compliance with existing regulations, and on regulatory (i.e. FDA, FTC, EAR/ITAR) constraints in pursuing development of new products and maintaining marketability of existing products.

Responsibilities

  • Primary interface/liaison with regulatory agencies to ensure compliance with published regulations and/or to address regulatory inquiries or inspection/observation findings.

  • Serves the Company as the regulatory representative (Empowered Official).

  • Interprets and internally communicates, in a timely manner, critical Customs and export related government agency policies, procedures and regulations, both existing and newly published, to maintain/ensure compliance with regulatory standards and to facilitate regulatory approvals.

  • Ensures that information received on Company products is analyzed, and reported to government agencies in conformity with regulatory requirements.

  • Perform export/import internal audits.

  • Organizes and directs project assignments related to export/import customs compliance matters.

  • Prepares, reviews and edits documents intended for regulatory submission (e.g., CF28’s, CF29’s, 510(k)s, PMAs, clinical studies, Form 483 and Warning Letter responses) and internal documentation of regulatory positions/findings (e.g., Ruling considerations).

  • Determines what information, data and/or other information is required to respond to or fulfill regulatory agency requests (e.g. Additional Information letters, etc.).

  • Improve processes to mitigate risks related to all of the foregoing (includes the development and maintenance of export and import manuals).

  • Provide technical expertise in importing/exporting, including tariff classification, product valuation, reconciliation, country of origin, other government agency laws and regulations, export jurisdiction and classification, export licensing, export reporting, and recordkeeping (CBP,BIS,DOC,DOS, DOD, , USDA, EAR/ITAR, CTPAT, FDA, etc.).

  • Implement Policies and procedures compliant with import, export and supply chain security laws and regulations.

  • Serve as the primary interface between the company and the government on all import/export issues, associated with clearance and delivery of goods.

  • Promote trade regulations, Customs compliance and risk monitoring initiatives, including advising various departments regarding company policies and procedures, U.S. Customs and Border Protection rules and worldwide equivalents, duties and export requirements.

  • Interface with third-party providers to address trade-related issues.

  • Cross-functional support as necessary with the Supply Chain, Legal, Transportation & Logistics, Global Regulatory Affairs, Quality Assurance and taxation departments.

  • Develop and provide training to all levels of Company personnel in the areas of export and import compliance followed by continued monitoring.

  • 20% Travel as required, domestically and internationally.

  • Other duties as assigned.

Qualifications

Education/Experience

  • Bachelor's degree from four-year college or university and 7+ years related experience.

Computer Skills

  • Knowledge of MS Office (Word, Excel, PowerPoint, and Outlook)

  • Government operating systems (ACE, AES, etc.)

Certificates and Licenses

  • U.S. Customs Brokers License preferred

  • Other trade compliance training/certifications are a plus
